Troutdale Cleanup Events

All events are free of charge unless otherwise noted and are available to residents of the City of Troutdale. The City and/or participating vendors reserve the right to refuse collection of materials for any reason and event offerings are subject to change or cancelation. Please continue to check this page for up-to-date information, or call Troutdale’s Environmental Specialist at 503-674-3311.

The June 22 event at the Public Works Building covers a wide array of recycling and reuse options.

While hazardous household waste and prescription drugs disposal are not part of Troutdale's cleanup events, there are options available. Please see below for details.

The City has partnered with Allwood Recyclers to offer FREE two cubic yards of yard debris disposal per coupon for Troutdale community members. Disposal does not include dirt, sod, rock, brick or concrete. Allwood Recyclers reserves the right to refuse non-residential customers and those who present multiple coupons at their first or repeat visits.   

You can find the coupon on page 3 in your March-April 2024 edition of The Champion. You must present the original coupon to receive free disposal! More copies of The Champion are available at City Hall.

The bulky waste curbside collection events are split over two weekends. The first event on Saturday, May 11 is for single family homes WEST of centerline on Buxton/Troutdale Road. The second event on May 18 is for single family homes EAST of centerline on Buxton/Troutdale Road. 

Waste Management will collect the volume equivalent of one large couch, or up to five garbage bags worth of bulky items, placed curbside for Troutdale community members. During collection, several trucks may stop at your home to collect specific items, such as metal, tires, appliances, etc., and a complete removal of your unwanted items may not occur until the evening. Please post clear, visible signage on curbside items if they are NOT meant for pickup.

Please note that:

• Bulky waste items are treated as garbage. If you would like to learn if items you are parting with can be recycled, donated, or reused, visit Metro’s Find a Recycler webpage or call Metro at 503-234-3000.
• Small items must be bagged, and appliances with refrigerant are not accepted.
• Volumes greater than one large couch or five garbage bags will require a separate pick-up scheduled through Waste Management, and will be billed at the appropriate rate.
• Items that do not meet the volume or acceptable material criteria will not be picked up, and will be tagged. 

Accepted:  Small appliances (not containing freon), BBQ grills, mattress and box spring (1 set), carpeting (and pad), furniture, scrap metal, lawn mower (without fluids), exercise equipment, file cabinets, lumber, sinks, tires (five maximum without rims), toilets, water heater (1) drained.

Not Accepted:  Animal waste, car batteries, engines, concrete, dirt, sod or stumps, food waste, hazardous materials, items with glass, liquids, paint, propane tanks, refrigerators (and other CFC/refrigerant containing items), rock, roofing materials, industrial waste, commercial waste, fluorescent fixtures, TVs, computers.

Waste Management will collect, at no additional cost for Troutdale community members, up to five bags of non-hazardous household and non-yard debris household garbage. Each bag should not to exceed 45 pounds. Please be aware that Waste Management will charge if more than five bags are set out. Garbage must be bagged. Loose garbage will not be collected.

Accepted: Anything with a plug or would run on batteries, in any condition. Including computers, cell phones/mobile devices, computer peripherals, monitors, networking devices, printers, televisions, AV equipment, cables/wires, batteries (alkaline, all types of rechargeable, button cell, cell phone, lead acid).

Please separate household batteries by chemistry. Battery chemistry can be found on the individual battery.

• Alkaline (non rechargeable AA/AAA, 9v etc)
• Ni-Cd (rechargeable AA/AAA, etc)
• Ni-Mh (rechargeable AA/AAA, etc)
• Li-ON (rechargeable AA/AAA, etc)
• Lithium Metal (non rechargeable, button cell, AA/AAA, etc)

  Not Accepted: Ballasts, fluorescent tubes and lamps, ink/toner, media (CDs/DVDs, cassette tapes, floppy disks), capacitors, solar panels w/ frame, refrigerators, freezers, items containing Freon, fire extinguishers, devices containing Mercury (e.g., thermostats, ionization smoke detectors). 

Guidelines for mobile devices

If you are recycling a mobile device or tablet, please read carefully!

GCER’s priority is to refurbish an eligible electronic device such as mobile device or tablet. To help make it possible, please adhere to the following preparation guidelines prior to the event drop off:

• Apple devices: remove iCloud lock or remote management. You do not need to access each individual device to clear individual device pin locks.
• Android devices: remove all pin locks to place these in ‘developer mode’.

GCER uses proprietary software to clear the data, verify the data has been wiped, collect serial numbers and issue certificates based on this secure data destruction.

In the event GCER cannot access Apple mobile devices and tablets due to iCloud lock or remote management, Green Century Electronics can still wipe them and verify the data destruction. The device will not be reused.

In the event GCER cannot access Android mobile devices and tablets due to pin locks, GCER cannot wipe or destroy data because the proprietary software is unable to be accessed. Therefore, GCER can only physically destroy the mobile devices or tablets. The device will not be reused.

Secure on-site document destruction service for Troutdale community members. Please limit to 4 grocery sized paper bags of paper, and remove paper documents from binders, binder clips, or plastic sleeves before shredding. This service will stop once the truck is full, but the truck has yet to be filled during past events.

• Expanded Polystyrene (PS) #6 Grade A (e.g., rigid board foam that breaks when bent, picnic/shipping coolers)
• Expanded Polystyrene (PS) #6 Grade B (e.g., egg carton, XPS foam insulation (pink, blue, grey)
• Expanded Polystyrene (PS) #6 (e.g., packing peanuts (in bags/container, non-starch))
• Polyethylene foam (LDPE) #4 
• Polyethylene film (HDPE/LDPE) #4 (e.g., plastic bags, bubble wrap, plastic wraps, plastic packaging such as blue/white Amazon bubble mailers, pink poly anti-static bags, air pillows)

Not Accepted: Dirty, wet foam or any foam with tape stickers or labels, “Instapaks” or any plastic-wrapped spray in foams, hot tub covers, foam with glued cardboard on it, Polyurethane foam (#1 PETE), Polypropylene foam (PP) #5 / Expanded Polypropylene (EPP), starch based foam, spray foam of any kind that includes insulation and “Instapaks”, foam insulation, food contaminated foam, laminated foam, strapping/banding plastic, PolyProp (PP) film food packaging, multi-layer soft plastics, craft foams / craft board, yellow bubble mailers (paper outside/bubble inside)

Come and donate your used bicycle(s)! Your generous donation will help support the efforts of Bike Works by p:ear and support their free bike referral program Everybody Bikes! This in turn will keep bicycles from the scrap yard in their efforts to refurbish and re-purpose bicycles for those in need.

Old bike inner tubes are recycled into dog collars, leashes, and toys at the Cycle Dog factory in Portland, Oregon.

Accepted: Old inner tubes that are defective in any way, i.e., cuts, slashes, faulty valves, old patches etc. All sizes accepted, but preferred between 700 28/32 and 700 35/45.

Not Accepted: Thorn resistant tubes, rim strips, tires, or any tubes with goo inside.

Metro offers year round disposal of hazardous materials at their two drop-off facilities. Hazardous waste disposal is free for households. Households can bring up to 35 gallons of hazardous waste, but may be charged for container sizes larger than 10 gallons. The 35-gallon limit is based on container size, not the quantity of material in the containers.

There is no longer a prescription drug turn-in box at the Troutdale Police Community Center. You may now pick up postage-paid mailers at Troutdale City Hall during regular business hours to send expired or unused medication to a disposal facility via USPS.
