If you are in need of food assistance, you’re not alone—there are local resources ready to help. While the City of Troutdale does not operate its own food assistance program, we are committed to connecting residents and others in the area with organizations that provide support.
This page includes links to programs and services in East Multnomah County and the surrounding area that offer free or low-cost food resources. The first section provides links to directories and organizations that can help you locate food pantries, meal sites, and other community services. The second section lists specific free food pantries and community markets where you can access groceries and fresh food directly.
And if you want to help, you can drop off non-perishable food items for SnowCap Community Services inside Troutdale City Hall (219 E. Historic Columbia River Hwy) during regular business hours: Monday through Friday, 8am-12pm and 1pm-5pm.
Most needed are foods with protein: Hearty soups, chili, and stews, peanut butter, canned fruits and vegetables, canned meat and beans, coffee, hot cocoa mix, cooking oil, sugar, dessert mixes, and maybe even a few goodies! Please note that this barrel is not for clothing or personal hygiene items.

Located on the west side of between the park and Imagination Station. Operates on the last Tuesday of the Month, 1:30 – 4:00pm. No ID, name, or address needed. East County Food Pantry

Open Saturdays from 10:30am - 12:30pm. Parking lot opens at 9:45am, morning announcements begin at 10:00am. A lottery system is used for the first 100 clients.
Highland Elementary Free Food Market

Fresh and healthy fruits and vegetables plus some pantry staples are free and everyone is welcome. No ID, name, or address needed. Please bring bags or boxes. Operates every Wednesday on the second week of each month from 4 – 5:30pm. Find upcoming dates.

Provides culturally relevant and nutrient dense foods into the homes of families most in need. Operates Wednesday: 2 - 4:30pm, Thursday: 3pm - 6pm, Friday: 2 - 4:30pm.
SnowCap Community Charities

SnowCap serves people who currently live east of 82nd and within Multnomah County. Food Pantry is open Monday – Friday 10am – 2pm, plus Monday and Wednesday 6 – 8pm. Currently, you are welcome to come to SnowCap's pantry up to two (2) times a month through December, 2025.
