Paid Parking at Glenn Otto Park

As initial registrations for Glenn Otto resident parking exemptions commenced less than one year ago, all currently registered Glenn Otto Park paid parking exemptions for Troutdale residents will be automatically renewed as of May 1st. If your contact information, vehicle information, or address has changed, please email the updated details to pwinfo [at] troutdaleoregon.gov (pwinfo[at]troutdaleoregon[dot]gov) to ensure our records remain accurate.

You can also update your registration in person at City Hall (219 E Historic Columbia River Hwy) or the Public Works building (342 SW 4th St), or by mailing an updated form to either location.

Troutdale residents park for free following registration with the City. Anyone who does not reside within Troutdale city limits must pay the parking fee.

• Residents must fill out and submit a residential parking fee exemption form via email to PWinfo [at] troutdaleoregon.gov (PWinfo[at]troutdaleoregon[dot]gov), or print the form and drop it off at the Public Works building (342 SW Fourth St)  or City Hall (219 E Historic Columbia River Hwy).
• The exemption limit is two license plates per resident (not per address).
• Your license plate is your parking pass, so pre-registration is essential.
• Troutdale residents must re-register each April. The current exemption is valid through April 30, 2027.
• Vehicles with ADA placards are not exempt from payment. There are 5 ADA spaces available (2 near Sugarpine, 3 near the Sam Cox building)

Please allow up to five business days processing time for your registration to be completed and your registration to be entered into the parking system.

The parking fee at Glenn Otto Park is designed to reduce congestion and improve access by managing parking demand and promoting turnover. All revenue supports the Parks Division — funding maintenance, operations, and safety efforts.

• $2 per hour, up to $10 per day on Fridays, Saturdays, and Sundays. There is no fee to park Monday - Thursday.
• Troutdale residents (living within city limits) are exempt provided they have completed the exemption form.
• Payment is required during all operating hours: Summer (Apr–Sept): 8 AM – 9 PM. Winter (Oct–Mar): 8 AM – 6 PM

• Pay by phone by calling (704) 271-1189
• The cashless kiosk at the parking lot (south side of lot, near beach trail)
• Make sure to select the correct parking zone
• Your license plate is your parking pass through payment on the Parking App and Kiosk

Anyone attending an event at the Sam Cox Building or picnic shelters must still pay the standard parking fees unless they are Troutdale residents who have pre-registered their license plate number with the City. Five parking spaces near the Sam Cox Building are reserved for event logistics associated with Sam Cox Building rentals, and no additional fee waivers or reserved parking are permitted unless approved by the City Manager.

The City of Troutdale is piloting a program that allows holders of approved Glenn Otto Park event reservations to pre-pay and reserve parking spaces for their event.

• Location: Reserved parking is limited to Zone 21901, located nearest the Sam Cox Building, which includes up to 20 spaces.
• Cost: Reserved spaces are charged the standard daily rate of $10 per space — there is no discount for reserving in advance, and no refunds for unused spaces.
• Eligibility: Only individuals or groups with an approved park reservation may reserve parking spaces.
• How it works: During your reserved hours, the Passport parking system will display Zone 21901 as reserved and will not allow other users to start or pay for a parking session there. Traffic control devices will also be placed at the entrance and exit of the zone during your reservation period.
• Application: The application to reserve spaces must be filled out and submitted no later than 10:00 a.m. two business days prior to the event date. Reservation holders are not eligible for a refund for any unused parking spaces.

Please note: Zone 21901 does not have permanent infrastructure (such as gates or barriers) to physically restrict access. Reservation holders are responsible for monitoring and managing their reserved spaces.

Paying a Parking Citation (For Glenn Otto Parking Lot only)

You may pay your ticket online at troutdaleor.rmcpay.com. 

Payment may also be made by any of the following methods: 

• In Person: At the City Hall Cashier Window by credit card, cash, or check
• By Mail: By check mailed to City Hail
• City Hall Drop Box: By cash or check placed in the secure payment drop box
• If paying by mail or drop box, please include a copy of the citation.

Contesting the Citation

You may contest your citation administratively online at troutdaleor.rmcpay.com. A contested citation may be overturned through the administrative review process only if it includes clear and objective evidence demonstrating one of the following: 

• The parking fee was paid in full before the violation occurred
• The cited vehicle license plate had a confirmed resident exemption In effect before the parking session began 

If your administrative appeal is denied, you will be provided with an opportunity to appeal to the Municipal Court.

Penalties for Non-Payment

• $40 for 1st and 2nd offense in a calendar year
• $60 for 3rd and subsequent offenses in a calendar year
• Additional $25 late fee penalty for failure to respond to citation by due date

No parking fees are planned at any other Troutdale city park. However, some nearby parks outside Troutdale's jurisdiction — such as Blue Lake Park, Dabney State Park, and the Sandy River Delta — do charge their own parking fees. Please also note that no parking is allowed along the Historic Columbia River Highway.
