System Development Charges

System development charges are one-time charges imposed on the owner of new, expanded, or modified facilities. The purpose of system development charges (SDCs) is to assess an equitable share of the public costs of capital improvements upon those developments that create the demand for or increase the demands on such public systems.

SDCs are authorized by state law (ORS 223.297-223.314) and the Troutdale Municipal Code (Chapter 12.02). In Troutdale, SDCs are assessed on improvements to water, sanitary sewer, storm sewer, transportation, and parks systems. Specific details about each system and their applicable rates are contained in separate resolutions for each system. These resolutions and the rates contained therein are updated periodically by the City Council.

Computation and payment of the SDC amount is usually part of the building permit process. Applications may also be obtained from the Permit Specialist at City Hall. The application must be submitted at least two weeks prior to issuance of the building permit, and no permit will be issued until the SDC amount is paid.
