NW Dunbar Avenue Improvement Project

The existing condition of NW Dunbar Avenue as a partially improved roadway does not meet applicable City Street standards. Improvements to pavement, lighting, drainage, and frontage areas will provide an increased level of service to the local businesses and users of the street and address long-standing issues related to seasonal flooding, security, and on-street parking.

The City of Troutdale is currently working with a local design consulting firm on the engineering phase of the project. The final design plans have recently completed the 90% review phase and will be completed this Fall (2025). The bid package will be released to contractors as early as Winter 2025 in anticipation of construction during the Spring and Summer of 2026. Minimizing disruption to the local businesses and users of NW Dunbar Avenue will be an extremely high priority during construction. The NW Dunbar Avenue Improvement project involves the design and implementation of:

  • Street improvements, including pavement widening, curbs, sidewalks, street lighting, and storm drainage, along the full length of NW Dunbar Avenue for approximately 1,500 feet between NW Marine Drive and the terminus of NW Dunbar Avenue. Full width improvements (60 foot right-of-way) to the City’s commercial/industrial street standard are needed for approximately 975 feet between NW Marine Drive and NW 7th Street. Half width improvements (30 foot right-of-way) are needed for approximately 525 feet between NW 7th Street and the terminus of NW Dunbar Avenue;
  • ADA compliant pedestrian crossing safety improvements on the north and west sides of the intersection of NW Dunbar Avenue and NW 7th Street;
  • New street terminus (cul-de-sac, 50 foot radius) at the south end of NW Dunbar Avenue;
  • New driveway access points to existing businesses along NW Dunbar Avenue;
  • Undergrounding of overhead utilities.
