Sam Cox Building at Glenn Otto Park
The Great Room is available year-round for weddings, birthdays, family reunions, retirement parties, and similar events. The parking lot accommodates up to 100 vehicles; carpooling is encouraged, as the park serves many users.
Please note that the Recreation Program holds classes in the building year-round and has scheduling priority.
Park and Building Rules:
- No alcohol in the park
- No outside sales in the park
- No flammable materials (per the Fire Marshal)
- No alterations to rooms in the building

Note: The open park area outside the meadow cannot be reserved.
Paid Parking at Glenn Otto Park
Glenn Otto Park has paid parking on Fridays, Saturdays, and Sundays. The fee is $2 per hour, up to $10 per day, and applies during park operating hours (8 AM–9 PM in summer, 8 AM–6 PM in winter). Payment is managed through the Passport Parking app, online at passportparking.com, by phone at (704) 271-1189, or at the on-site cashless kiosk.
Troutdale residents that have pre-registered their license plate number with the City are exempt from the parking fee.
Parking at Your Glenn Otto Event
Attending an event at Glenn Otto Park? Each and all attendees — including guests of Sam Cox Building and picnic shelter rentals — must pay the standard parking fees. Troutdale residents can pre-register their license plate number with the City for free parking at Glenn Otto year-round.
Reserving parking for your event (Pilot Program)
Holders of approved Glenn Otto Park event reservations may pre-pay to reserve up to 20 parking spaces in Zone 21901, located nearest the Sam Cox Building. Here's what to know:
- Cost: $10 per space per day — the standard daily rate. No discounts, and no refunds for unused spaces.
- How it works: The Passport parking system will display Zone 21901 as reserved during your event hours, preventing other users from paying to park there. Traffic control devices will be placed at the zone entrance and exit during your reservation period.
- Important: The zone does not have gates or physical barriers. Reservation holders are responsible for managing their reserved spaces.
- How to apply: Complete the Parking Reservation Permit Application and submit it no later than 10:00 a.m., two business days before your event.
