Beginning July 10, the City of Troutdale will implement paid parking at Glenn Otto Park. This change is designed to reduce congestion, manage overcrowding, fund park maintenance, and public safety. Residents of the City of Troutdale are exempt from paying the parking fee, but you must fill out and submit the exemption form below.
The original intended start date of July 1 was delayed to allow residents more time to register their license plates and to avoid confusion during the busy July 4th weekend.
Parking Fees
- $2 per hour, up to $10 per day
- Troutdale residents (living within city limits) are exempt
- Payment is required during all operating hours: Summer (Apr–Sept): 8 AM – 9 PM. Winter (Oct–Mar): 8 AM – 6 PM
Why Is There a Fee?
- To alleviate congestion and improve visitor access
- All revenue supports the Parks Division
- Helps fund maintenance, operations, and safety efforts
Who Has to Pay?
- Troutdale residents park for free. You must fill out and submit a residential parking fee exemption form via email to PWinfo [at] troutdaleoregon.gov (PWinfo[at]troutdaleoregon[dot]gov), or print and drop off at the Public Works building (342 SW Fourth St) or City Hall (219 E Historic Columbia River Hwy).
- Anyone who is not a resident of the City of Troutdale must pay
- Your license plate is your parking pass.
- Vehicles with ADA placards are not exempt from payment. There are 5 ADA spaces available (2 near Sugarpine, 3 near the Sam Cox building)

- Use the Passport Parking App - available for free download for iOS and Android
- Pay online at passportparking.com
- A cashless kiosk is coming soon (credit/debit only)
- Make sure to select the correct parking zone
- Your license plate is your parking pass through payment on the Parking App and Kiosk
- First 30 days: reminders and warnings only
- After 30 days: citations and fines will be issued
Special Events at the Park
- Visitors to the Sam Cox Building or picnic shelters must still pay unless they are residents
- There are 5 parking spaces near the Sam Cox building that are reserved for event logistics
- No fee waivers or reserved parking unless approved by the City Manager
Penalties for Non-Payment
- May result in fines or enforcement action
- No parking is allowed along the Historic Columbia River Highway
What About Other Parks?
- No parking fee is being implemented at any other Troutdale City Park
- There are parking fees at other nearby parks outside of Troutdale jurisidiction such as Blue Lake and Sandy River Delta.
