ADA Self-Evaluation & Transition Plan

The current City of Troutdale Public Works Department Americans With Disabilities Act (ADA) Self-Evaluation and Transition Plan was approved and adopted by the City Council on February 9, 2021. This includes the ADA Plan and the Program and Policy Review provide by MIG Consultant of Portland, OR.

 

Public Works Department (PWD) ADA Transition Plan Overview

In an effort to make the City of Troutdale Public Works Department’s facilities accessible to all, the PWD developed an American with Disabilities Act (ADA) Transition Plan for the Public Works Department, with natural overlaps into other city departments, functions and assets. The ADA Transition Plan for the PWD demonstrates its overall commitment to providing equal access to its public programs, services, facilities, and activities for citizens with disabilities.

The Public Works Department is responsible for approximately 80 to 90 percent of the City’s hard assets. Therefore, this plan is focused on PWD facilities including parks and urban forests facilities, City Buildings providing PWD services that are accessed by the public, pedestrian access routes within the City’s rights-of-way and easements which includes city owned sidewalks, curb ramps, street crossing, and on-street parking.

It must be noted herein, that the Multnomah County owns and maintains a significant percentage of the public streets within the City’s boundaries. Which street or public right-of-way is City-owned or County-owned is confusing to the general public as there are no markers or monuments indicating which street or right-of-way is City or County owned. The distinction between the two primary owners of the rights-of-way within the City’s boundaries is critical as the County (and similarly ODOT on State Highways) is responsible for providing accessibility on streets and rights-of-way that they own and operate. The Plan is intended to:

  • identify physical and cognitive obstacles that limit the accessibility of PWD facilities, services, and programs, to individuals with disabilities,
  • describe the methods to be used to make the PWD’s facilities accessible,
  • provide a schedule for making modifications to better provide access, and
  • identify the public officials, both City and County who are responsible for the implementation of the PWD Transition Plan.

 

How to Provide Input

The ADA Self-Evaluation and Transition Plan is complete.  The draft plan was approved and adopted by the City Council on February 9, 2021. The final plan is available in the Supporting Documents below.  The Public Works Department welcomes public comments regarding both current and future accessibility to Public Works programs, services, and facilities.
