Water Meter Replacement Project

The City of Troutdale has recently hired Stateline LLC, a construction contractor based in Washington, to replace approximately 2,200 water meters throughout Troutdale. In 2021, It was decided that all water meters in the City would be replaced with new and improved meters. This was because many of the City’s existing mechanical meters were approaching the end of their service life, and many benefits were identified in switching to a more current model. 

Since 2021, about half of the water meters in Troutdale have been replaced by City staff, but the remaining meters will be replaced by Stateline LLC. This is so that replacing the rest of the water meters can be done over the next few months instead of the next few years. The meter replacement work started at the beginning of April and is expected to be complete by mid-June.

The new meters (Kamstrup FlowIQ 2100) measure water flow using ultrasonics with no moving parts to wear out, meaning they will last longer and maintain their exceptional accuracy throughout their considerable lifespan. They can be read by a mobile receiving device, so a meter reader doesn’t have to stop, open, and visually read each meter or record data manually.  That will make meter reading far faster and prevent read errors, reducing costs borne by water customers and minimizing misreads. 

If your meter will be replaced, you will receive a notice 5-7 days in advance. The water to your home will be briefly shut off to enable the meter replacement process, and it’s important to us to make sure that this doesn’t happen at an inconvenient time. The full replacement should take no more than 20-30 minutes, but we understand that this can still be disruptive. Before your water will be shut off, the person replacing your meter will knock on your door and let you know. If you’re currently using your water, they’ll be able to return when it’s more convenient for you. You can expect the meter replacement to occur between the hours of 8:00 a.m. and 6:00 p.m., Monday through Saturday.

If you’re not at home when the replacement occurs, then you will receive a notice on your door with information about the replacement, advice on post-replacement steps you should take, and a phone number to call if you encounter any issues. For example, you may need to let your water run for a few minutes after the replacement to flush out naturally occurring minerals that can be stirred up in your plumbing, but otherwise you shouldn’t notice any differences. The doorhanger will be similar to the one that is currently given out by City staff which you can find below.

This dashboard includes, amongst other information, a map of every water meter in the City. Water meters shown as a green dot are newer Kamstrup meters that have already been replaced. Pink, purple, and yellow dots indicate older meter models that will be replaced as part of this project.
