City Budget
The City operates on a fiscal year that begins July 1 and concludes June 30 of the following year. Each year, the City develops and adopts a budget that establishes how public funds will be allocated to support community priorities and deliver essential services, including road maintenance, parks, police services, and water infrastructure.
The budget process includes review and input from the citizen Budget Committee, which meets each April to consider and approve a proposed budget. Following the Budget Committee's approval, the proposed budget is forwarded to the City Council for consideration and adoption in mid-June. The process includes opportunities for public review and comment through public hearings. Once adopted, the budget provides the financial framework for City operations and capital investments during the upcoming fiscal year, helping the City align available resources with community needs and priorities.

Annual Financial Report & Audit
The Annual Comprehensive Financial Report (ACFR) is the City’s official presentation of its financial statements for external reporting purposes and supports the City Council’s oversight and accountability responsibilities related to the City’s fiscal affairs. Prepared each year following the close of the fiscal year, the ACFR provides a comprehensive, independently audited summary of the City’s financial position, including revenues, expenditures, assets, liabilities, and other financial information.
Unlike the annual budget, which serves as a forward-looking plan for the allocation of public resources, the ACFR is a retrospective report that documents how funds were actually received and expended during the fiscal year. The report demonstrates the City’s compliance with governmental accounting standards and includes the Report of Independent Certified Public Accountants, providing additional assurance regarding the accuracy and reliability of the City’s financial statements.
