Small Business Rent and Utility Assistance Payments

Emergency financial assistance is available to small businesses directly impacted by a loss of income due to the COVID-19 public health emergency. The program is a first come first serve program which will end when available funds are exhausted.

To be eligible for the Troutdale Small Business $1,500.00 utility and rent assistance payment you must:

  • be a Troutdale Small Business with less than 50 full time employees;
  • have experienced a greater than 20% reduction in your business monthly income compared to February 2020
  • have valid and current Troutdale business license
  • truthfully complete and return an application upon penalty of perjury

Applications must contain an actual signature, no electronic signatures are accepted.

There is a limit of one application per business. PO Box addresses and home-based businesses are not eligible. National franchises are not eligible, but locally-owned franchises may be eligible.

Following verification of your application information and approval, a check will be mailed to the application address. Subject to available funds, subsequent months assistance payments may be requested via email declaring continued financial impact due to COVID-19.

Completing an application is not a guarantee of assistance, assistance is based on qualification and available funds, and only one assistance applicant is allowed per business address. Approval or disapproval of an application is at the sole discretion of the City of Troutdale and that there is no right of appeal.

The program is new and temporary, and may change over time. Please check back here for additional information.   

Funds are made available by the City of Portland which established the PDX-CARES program to share and distribute the federal Coronavirus Aid, Relief, and Economic Security Act (the “CARES Act”) assistance funds. The City of Troutdale through an Intergovernmental Agreement with the City of Portland is making the limited Coronavirus Relief Funds (CRF) available for utility and rent assistance to eligible Troutdale Small Businesses.
