Notice of Receipt of Ballot Title
Notice is hereby given that a ballot title for the measure referred by the Council of the City of Troutdale has been
filed with the City’s Election Official on July 22, 2026.
NOTICE IS HEREBY GIVEN that on Tuesday, November 3, 2026, an election will be held in the City of Troutdale,
Multnomah County, Oregon. The Election will be conducted by mail. The following question will be submitted to
the qualified voters of the City:

ADVISORY VOTE: Should Troutdale Create a Municipal Police Department?
QUESTION:
ADVISORY VOTE: Should the City proceed with planning and creation of a Troutdale Police Department?
SUMMARY:
This is a non-binding advisory vote and does not authorize or impose any tax, fee, or expenditure.
In 2016, the City of Troutdale dissolved its Police Department and contracted with the Multnomah County Sheriff's Office to provide police services. The decision was based, in part, on the expectation that contracting would reduce long-term costs while maintaining public safety services.
Since then, the cost of contracted police services has increased, and the City has continued evaluating service levels, operational needs, community expectations, and long-term financial sustainability. As part of that review,
the City has developed preliminary plans for the possible re-establishment of a Troutdale Police Department.
This advisory vote asks whether the City should continue planning to create a Troutdale Police Department while evaluating the costs, operational considerations, and benefits of both a municipal police department and continued contracted police services.
The City Council will consider the results of this advisory vote when evaluating future police service options.
Pursuant to ORS 250.296 any elector dissatisfied with this ballot title may file a petition for review of this ballot title in Multnomah County Circuit Court no later than 5:00pm on Thursday, August 6, 2026. Petitions
must be filed in accordance with the requirements of ORS 250.296. Any elector that files a petition must notify the City Elections Official in writing by 5:00pm on the day following the day the petition was filed.
