PROPOSAL: City staff is proposing several amendments to the Troutdale Development Code (TDC) bringing clarity and uniformity to the current Development Code while correcting scrivener errors made from previous code amendments.  Troutdale Development Code (TDC) Sections 2.065 (Type IV Procedures) and 6.1100 (Text Amendment). Staff recommends approval to City Council. 

BACKGROUND: This is a new proposed Development Code Text Amendment initiated by the City of Troutdale. At the January 10, 2024, Planning Commission meeting, the Planning commission started a comprehensive review of the current Development Code. The Planning Commission held several discussions from January to July taking a deeper look into Chapters 1 and 3 of the current Development Code with a focus on bringing the code up to date with current terminology and definitions. Through discussions with the Planning Commission, Staff had discovered several errors and omissions within the Code that it believed warranted attention and correction. Staff opted to add these corrections to the work already being conducted by the Planning Commission to form and omnibus code package. On August 14, 2024 the Planning Commission held a work session on the proposed overarching text amendments to update and correct scrivener errors and omissions while improving readability and referencing within the exiting Development Code.

DECISION MAKING PROCESS: Text amendment applications are required to have public hearings and undergo a Type IV legislative procedure, in which the Troutdale Planning Commission may recommend approval, approval with conditions, or denial of the application to the Troutdale City Council. The Troutdale City Council is the decision-making entity. [TDC 2.065]. Once again, Staff will recommend approval from City Council.
