Apply Online

With the City of Troutdale's Citizen Self-Service (CSS) portal, you can digitally submit an application for a permit, plan review, or other action. By submitting online, you can skip filling out and printing a paper form, plus our online office is open 24/7. Click the link above to get started.

All commercial contractors are required to utilize the CSS system unless there is a need to provide an ADA accommodation. Residents are encouraged to use the system as well. If you run into issues, there are help screens available in the system and our staff will be happy to help via email or phone if needed.

Apply in Person

Residents of Troutdale who have difficulty with online submission or anyone requiring ADA accommodations may still apply for applications in person. Please contact 503-674-7247 or email comdev@troutdaleoregon.gov at least one day in advance to make arrangements.

Our office is located at 2200 SW 18th Way, just off Cherry Park Road at the end of the cul-de-sac. Appointments for submitting applications are best handled between 8:30 a.m. and 11:30 a.m. (Monday-Friday), or 1:30 p.m. to 4:00 p.m. (Monday-Thursday).

Payments

Once you submit an application via the CSS, it will be checked by staff and you will be prompted by email once an invoice is due. Payments to invoices can be made online through the CSS. The City of Troutdale accepts checks and most major credit and debit cards.

Depending on the application type, a fee or deposit may be required upon submittal in addition to the permit and related fees charged upon issuance.
