The City of Troutdale is preparing an Economic Opportunity Analysis (EOA) to plan for future job growth and ensure the community has enough land to support businesses over the next 20 years.
Oregon’s statewide planning requirements, specifically Goal 9 (Economic Development), require cities to maintain an adequate supply of commercial and industrial land to support a healthy local economy. The EOA helps Troutdale meet this requirement while planning thoughtfully for the future.
Project Background
An Economic Opportunity Analysis:
- Identifies Troutdale’s economic strengths and target industries
- Forecasts employment growth for the next 5 and 20 years
- Inventories vacant and partially vacant commercial and industrial land
- Determines how much employment land will be needed
- Compares land supply with projected demand
Project Purpose & Objectives

The EOA ensures Troutdale can:
- Support local businesses and attract new employers
- Provide family-wage job opportunities
- Protect land for employment uses
- Make informed decisions about zoning and development
- Comply with state planning requirements
Project Timeline
The EOA process includes:
- Economic and employment forecasting
- Inventory of buildable commercial and industrial land
- Analysis of future land needs
- Review by the Planning Commission and City Council
- Adoption of findings and any necessary policy updates
A Project Advisory Committee (PAC), comprising partner agencies such as Reynolds School District, Mt. Hood Community College, Metro, Gresham, the Port of Portland, local Troutdale businesses, and city committee members, will review and provide feedback on the project's findings. Once complete, the Troutdale City Council will consider adopting the analysis and any recommended updates to Troutdale’s Comprehensive Plan or development regulations.
