PROPOSAL: To consider adopting the Town Center Overlay as shown in the 2020-2040 Town Center Plan adopted by Resolution No. 2531, on the city’s Comprehensive Plan and Zoning Maps, and update the text of the Comprehensive Plan, Goal 2, Land Use, related to the adopted 2020-2040 Town Center Plan. The map amendment request removes three tax lots from the Town Center Boundary Overlay on the 2019 Comprehensive Plan Map (Multnomah County Map and Tax Lots: 1N3E26 -00100; 1N3E26B -01203; and 1N3E26B -01202) and will make both the Town Center Overlay on the Comprehensive Plan Map and Zoning Map consistent with one another and consistent with the adopted 2020-2040 Town Center Plan.
BACKGROUND: The proposed amendments are initiated by the City of Troutdale. When the 2020-2040 Town Center Plan was adopted (Resolution No. 2531), a formal land use adoption process to adopt the amended Town Center Overlay area did not occur for the Comprehensive Plan and Zoning Map. The 2020-2040 Town Center Plan shows a smaller Town Center Overlay area compared with the 1998 Town Center Overlay area. The 2020-2040 Town Center boundary excludes the McMenamins campus on both the north and south sides of Halsey Street. Any change to a Comprehensive Plan and Zoning Map is required to undergo a legislative Type IV review, as per the city’s development code, and adoption is required through an ordinance. Comprehensive Plan Maps generally take precedence over zoning maps. Staff is proposing to correct two map errors to ensure consistency with the adopted 2020-2040 Town Center Plan. In addition to amending the Comprehensive Plan and Zoning Map, planning staff also proposes updating the text in the Comprehensive Plan, Goal 2, Land Use, to ensure consistency with the adopted 2020-2040 Town Center Plan.

DECISION MAKING PROCESS: Text amendment applications are required to have public hearings and undergo a Type IV legislative procedure, in which the Troutdale Planning Commission may recommend approval, approval with conditions, or denial of the application to the Troutdale City Council.
