Purpose of Position

A highly skilled professional position primarily responsible for performing long-range planning tasks. Additionally, responsible for processing of major development applications per the direction of the Community Development Director. Requires a thorough understanding of the application of state and local land use laws and practices and a willingness to learn transportation and land use best practices. This position focuses on the most complex and challenging land use assignments with minimal direction and supervision.



Essential Job Functions

  • Provide high-quality service to residents, businesses, applicants, and other stakeholders on matters related to general land use planning, long range inquiries, development regulations and other planning program areas.
  • Perform a variety of comprehensive planning functions and assignments related to planning studies, code amendments, policy development, urban design and land use applications, and land use and transportation issues.
  • Review development proposals for consistency and compliance with applicable policies and standards; processes development applications and ensures compliance with applicable laws and standards.
  • Administered all aspects of the City's floodplain management program including, where applicable, management of a floodplain consultant, per the direction of the Community Development Director.
  • Process flood hazard permit applications including preparation of staff reports with recommendations and conditions of approval, in compliance with City, Metro, State, and federal requirements.
  • Maintain records and lead reporting and auditing efforts as required. Conduct field inspections of development sites as necessary.
  • Coordinate the review of land use applications, hazard mitigation strategies, and emergency management activities with other departments, divisions and outside agencies and organizations as assigned by the Department Director.
  • Attending civic meetings in the city and the region. Serve as the primary Staff liaison and main presenter of agenda items to the Citizen Advisory Committee, special task forces and committees as assigned. Attendance at one (1) to four (4) night meetings a month on average will be required to carry out the position's functions.·
  • Assist with updates to the Comprehensive Land Use Plan, Troutdale Development Code, and official zoning and comprehensive plan maps.
  • Prepare technical reports on land use, transportation, development activity, population, or internal technical needs; submit research findings in written, oral, and graphic presentations.
  • Research and develop grant proposals and obtain funding sources for projects as assigned; prepare requests for proposals, Manage contracts for a variety of contractual professional services.
  • Analyze and review federal, state, and local laws, regulations, policies, and procedures to ensure compliance; conducts analysis on best practices and trends and formulates recommendations for management.
  • Assist in the delivery of all regular department services directed toward the enforcement, review, updating and implementation of City land use codes and development plans.
  • Assist the code compliance officer in the identification and correction of any violations of City zoning and development codes.
  • Carry out special assignments as delegated from time to time by the Department Director.
  • In an emergency, respond and report to work as directed outside of regular work hours to maintain continuity of operations to address infrastructure emergencies and serve in assigned role by Incident Command Team for emergency response activities.
  • Maintain consistent and regular job attendance and adherence to working hours.
  • Effectively and clearly communicates to others verbally and in both electronic and physical written forms.
  • Must develop and maintain positive working relationships with supervisors, co-workers, and customers.
  • Perform other duties as assigned.

 

Auxiliary Job Functions

  • Assist other department personnel as workload or staffing levels dictate.
  • Maintain contact with other cities, counties, and regional and state government and organizations for purposes of outlining the City's position and coordinating planning and community development tasks.
  • Stay abreast of new trends and innovations in the field of urban planning.

     



Knowledge, Skills and Abilities

Mandatory Requirements

  • Requires a bachelor’s degree from an accredited college or university with major course work in planning, public administration, or a related field.
  • Must have a thorough knowledge of land use and planning laws, regulations, practices and procedures, knowledge of word processing software, spreadsheets, and database management practices.
  • Must have a minimum of five (5) years responsible experience in urban planning.
  • Thorough knowledge of land use and planning laws, regulations, practices, and procedures.
  • Proficiency with MS Word, Excel, Outlook, and Access. Bachelor's degree from an accredited college or university with major course work in urban planning, transportation, public administration or a related field.
  • A minimum of five years professional experience employing technical skills of municipal or regional planning or zoning activities which would demonstrate the ability to effectively perform the duties of the job.
  • Experience in municipal or regional planning under the Oregon State Land Use Planning System is preferred.
  • Any combination of experience, education, and training, which demonstrates the ability to perform the essential functions of the position may be substituted for mandatory requirements.

Desirable Qualifications

  • Experience in zoning administration under the Oregon State Land Use Planning System.
  • Prior local government agency preferred.
  • Professional certification or registration in planning, floodplain management, landscape architecture or related field is highly desirable.

Supervisory Responsibility

Supervision is not a function assigned to this position but serves as lead planner on assigned projects. May provide training and orientation to new department personnel.

Works under the general supervision of the Department Director with some guidance and coaching from other positions within the department.



Special Requirements/Licenses

Valid Oregon or Washington driver's license required.  Possess and maintain an acceptable driving record (ongoing).
