PROPOSAL: The City of Troutdale proposes to establish a locally designated, non-regulatory historic district. The proposed district boundaries are modeled after the city’s first plat and first addition. They are (north to south) East Historic Columbia River Highway to SE 8th St and (east to west) one parcel west of SW Kendall and S Buxton to SE Sandy ROW and Ave. A property’s inclusion within the historic district does not result in any increased regulation or development standards.
BACKGROUND: To review the applicant’s submitted materials, visit our website at News | Troutdale, OR. Materials shall be available for review at least seven (7) days before the hearing. The complete application, staff report, and responses to all related criteria for this application will be available by 4:00 pm on Wednesday, September 09, 2026. The Planning Department could provide a copy of the items as well.
Pursuant to ORS 197.797, failure to raise an issue at the final evidentiary hearing, or by close of the record, in person or by letter, or failure to provide statements or evidence sufficient to afford the decision maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue.

DECISION MAKING PROCESS: Text amendment applications are required to have public hearings and undergo a Type IV legislative procedure, in which the Troutdale Planning Commission may recommend approval, approval with conditions, or denial of the application to the Troutdale City Council. The Troutdale City Council is the decision-making entity. [TDC 2.065].
