Upcoming Update to Our Online Permit System

The City of Troutdale is transitioning from its current Tyler Enterprise Permitting & Licensing system to the State of Oregon’s ePermitting platform (powered by Accela). This switch is being made as a strategic cost-saving measure to maximize the efficiency of our operating budget during a tight budget cycle. Because the State provides this platform free of charge to local jurisdictions, the move allows the City to eliminate high software licensing fees while still ensuring a modern, reliable system.

What this means for you

  • Fiscal Responsibility: This change directly addresses the City's budget constraints by replacing an expensive private software package with a state-funded solution.
  • Upgraded Mobile Experience: Contractors, developers, and residents will benefit from an enhanced mobile interface, making it easier to submit documentation, track permit statuses, and schedule inspections directly from the field.
  • Dedicated Customer Support: Both City staff and applicants will have access to the State’s highly responsive, dedicated system customer service support team to help resolve any technical or navigation questions quickly.
  • Standardized State Platform: Because many surrounding Oregon jurisdictions use this identical system, local contractors will enjoy a familiar, standardized application experience.

Important Transition Dates & System Downtime

Our official live date for the new ePermitting system has been pushed back one week and is now Monday, November 9. Please note that our current online permit system will be completely unavailable from November 4, 2026, through November 8, 2026, while our team performs final data migration and backend configuration.

We appreciate your patience during this brief service window and encourage you to submit any time-sensitive applications before the downtime begins.
