PROPOSAL: Proposed Text Amendment to the Troutdale Development Code (TDC) Chapter 4 (Zoning District Overlays)
BACKGROUND: Troutdale completed a development code audit to guide development along and adjacent to Halsey Street west of 257th Ave. This effort builds upon previous Main Streets on Halsey projects that started in 2017 between the three Cities of Wood Village, Fairview, and Troutdale. All three Cities collaborated to revamp the Halsey Corridor with new design standards to promote a livelier and more pedestrian-friendly environment. This project builds on what we have learned from previous planning efforts and refines the Troutdale Development Code to better support walkable, vibrant, and human-centered design along the Halsey Corridor.
The goal of this project is to create development code language in the form of design standards that create a more inviting, cohesive, and adaptable corridor—ensuring building and spaces reflect our town's character, encouraging small business growth and opportunities for housing, neighborhood-friendly development that's welcoming and accessible by all travel modes, and a safe and vibrant area for all ages.

DECISION MAKING PROCESS: Text amendment applications are required to have public hearings and undergo a Type IV legislative procedure, in which the Troutdale Planning Commission may recommend approval, approval with conditions, or denial of the application to the Troutdale City Council. The Troutdale City Council is the decision-making entity. [TDC 2.065]. The Troutdale City Council is scheduled to hold two hearings on this matter on dates to be determined. The hearings will be scheduled when the Planning Commission forwards their recommendation to City Council.

PUBLIC HEARING DATE: Planning Commission meets on Wednesday, April 8, 2026, at 7:00 PM at Troutdale Police Community Center - Kellogg Room. The tentative City Council Public Hearing will be on May 12, 2026, at 7:00 PM. The meeting is also at the Troutdale Police Community Center – Kellogg Room.
