Purpose of Position

Performs a variety of skilled and semi-skilled maintenance and repair work including carpentry, plumbing, heating/air conditioning, and installation and repair of components and systems associated with all City facilities. Inventories, orders, and stocks safety and sanitary supplies.


Essential Job Functions

  • Performs activities which include carpentry, plumbing, electrical, painting, and mechanical maintenance and/or repair tasks on systems installed in City structures. Performs carpentry duties and the design and installation of shelves, bulletin boards and signs. Repairs and paints damaged walls. Repairs and replaces trim, base and casing on doors, floors and windows. Installs, maintains and repairs a variety of floor coverings such as carpeting, linoleum, wood and cement. Repairs roof and ceiling materials such as composition, rolled or shingled. Performs light plumbing installation, general maintenance and repair, unplugs sinks, toilets and drains. Performs minor remodeling and restructuring of office space. Builds, assembles and installs small specialty cabinetry, office furniture and other modifications as needed. Reads and interprets building schematics, diagrams and blueprints. Performs monthly maintenance checks and services systems to ensure efficient operation. (50%)
  • Works with the Facilities Superintendent in the development of short and long-range maintenance programs for all areas of assigned responsibility. Inspects building facilities to identify and catalog building maintenance needs. Maintains service and repair records for equipment and facilities. Responds to security alarms, building emergencies and service/repair work orders in a timely manner. Maintains and tests the function of security and alarm systems, including periodic inspections of sprinkler systems and fire extinguishers. (20%)
  • Assists in coordinating facility maintenance service activities with other City departments, divisions and with outside agencies. Establishes contacts with outside contractors and vendors, interfaces with them on-site to ensure the correct scope and quality of work is received. Secures bids for projects, repairs, and new purchases for approval by the Facilities Superintendent. Oversees contractor’s work on assigned projects. Trains and oversees the work of semi-skilled seasonal staff. Prioritizes assignments, and required tools and equipment to perform duties. (15%)
  • Performs supplemental and emergency janitorial duties, including but not limited to cleaning floors and carpets, cleaning restrooms, trash and recycling removal. Supports Custodial staff by maintaining a stock of sanitary and cleaning products in all facilities and responding to requests for materials deliveries. Assists in coordinating facility maintenance service activities with other City departments including but not limited to moving furniture, setup and teardown for various events. (15%)
  • Follow all safety rules and procedures established for work areas.
  • Develops and maintains positive working relationships with supervisors, co-workers, contractors, vendors, and the public.

  • May perform duties of Facilities Custodian as directed when necessary due to absence of said personnel.

Physical Demands of Position

This is a highly physical position requiring a full range of body movement. May be required to lift heavy equipment and materials in excess of 50 lbs. May be required to work at heights in excess of 20 feet. Incumbents use a variety of hand and power-operated tools and equipment such as saws, drills, air compressors, paint sprayers, sewer augers, gauges and various carpentry tools required for carpentry, plumbing and building maintenance repair duties. Operates light and medium duty trucks and vans in picking up and delivering materials and supplies to various City locations.

Working Conditions

Work is primarily performed in City buildings at locations throughout the City. Work may occasionally be performed outside in varying weather conditions.

 

Qualifications

Knowledge of:

Industry-standard practices, principles and techniques of building maintenance, facilities grounds maintenance, and interior and exterior light construction
Maintenance and repair methods and procedures for computerized HVAC, plumbing, electrical, security systems and equipment
Safety practices and procedures applicable to areas of assignment.

Ability to:

  • Troubleshoot issues with building systems and equipment, including computerized HVAC and alarm controls
  • Perform skilled carpentry on projects and safely utilize all related hand and power tools
  • Perform HVAC maintenance on systems in the City buildings
  • Complete professional-quality painting with proficiency in the use of relevant equipment and related tools
  • Install and/or modify cabinets, countertops, and modular workstations
  • Repair and install locksets and door hardware, plumbing fixtures, and floor coverings
  • Maintain City vehicles assigned to the position
  • Stripe/restripe parking lots
  • Maintain and clean gutters and roofs
  • Develop, implement and maintain a preventative maintenance program
  • Operate, repair and maintain assigned equipment and power tools
  • Read and understand schematics, drawings and blueprints
  • Perform heavy manual work in confined and uncomfortable conditions

  • Oversee the work of sub-contractors and seasonal employees as directed
  • Correctly and appropriately utilizes City accounts with various vendors and contractors to order materials and services, as directed.
  • Respond to Facilities emergencies in a timely manner (within 60 minutes)

Education and Experience:

Any equivalent combination of education and experience which provides the knowledge, skills, and abilities required to perform the job.  A typical way to obtain the knowledge, skills, and abilities is to possess a high school diploma or GED, and closely related courses of technical school and/or coursework combined with at least three (3) years of related experience in building maintenance, residential/commercial construction specialized trades, and general custodial experience.

Experience would include related technical school coursework and on the job training, and three (3) or more years of building maintenance, residential /commercial construction, specialized trades, and/or custodial experience, or any combination of experience which demonstrates the ability to perform the essential functions of the position.

Desired:

  • Prior experience in landscape maintenance
  • Prior experience with HVAC repair/service, plumbing installation/repair, painting and drywall work and carpentry/building construction
  • Prior work experience in a government agency
  • Limited Maintenance Electrician license or greater highly desired, but not required

Special Requirements/Licenses:

  • Valid Oregon or Washington driver’s license and acceptable driving record (ongoing) required.
  • Ability to recognize differences in color to ensure safety compliance requirement with electrical wire repair.
  • Must be able to pass and maintain a CJIS background check for clearance to work in secure facilities.
  • Public Works employees are considered “essential” in the event of an emergency or in climate weather and are required to report to work as directed by their supervisor in those instances.
  • Serve in assigned Incident Command System (ICS) role(s) for emergency response activities, which may infrequently require reporting outside of normal working hours, including weekends.
