
A pair of major roads projects are taking place in Troutdale this year. Multnomah County has started work to replace a culvert that runs under Cochran Road between Troutdale Road and Paloma Ave. And the Oregon Department of Transportation is replacing the Interstate 84 bridges over Graham Road.
Both projects will impact vehicles and pedestrians. Below is a brief description of each project:
Cochran Road Culvert Replacement Project
Multnomah County will replace the culvert that carries Beaver Creek under SE Cochran Road. The existing culvert prevents the upstream migration of salmon and other fishes as a result of its design.
In its place, a new 60-foot long bridge will provide two 12-foot traffic lanes with two 11-foot shoulders. The shoulders will allow space for 6-foot bike lanes and 5-foot sidewalks in the future.
Construction starts Monday June 24 at 7:00 a.m. and will require a full road closure from SE Troutdale Road to just past the culvert on the west side of Beaver Creek until October 18, 2019. The neighborhood west of the work site will remain accessible via NE 17th Drive up to and including NE Paloma Avenue. Vehicles will be detoured around the work site using SE Troutdale Road, SE Stark Street and NE Kane Drive. Property owners on SE Cochran Road near the work zone will have access to their properties at all times.
The project is one of three culvert improvement projects that will improve fish passage along Beaver Creek beneath county roads. Beaver Creek is one of the best salmon habitats in urban east county. The Stark Street culvert was replaced in 2017 and improvements to the Troutdale Road culvert were made in 2018.

I-84 Graham Road Bridges Project
ODOT is replacing the I-84 bridges over Graham Road. Construction began in early February and will continue through 2020. This project will:
- replace the surfaces of the bridges which has deteriorated in recent years
- widen Graham Road under the bridges to accommodate the increase in northbound traffic
- raise the height of the bridges from 13.5' to 17' to better accommodate large trucks and oversized vehicles
- add a sidewalk and bike path on the east side of Graham Road for pedestrians and cyclists.
