PURPOSE OF POSITION

Plan and direct the activities of an operational division performing a wide variety of Parks and Facilities functions relating to the construction, operation, maintenance, and repair of public facilities, including buildings, grounds, parks, and natural areas; coordinate activities with other Public Works Divisions, City Departments, and external partners; provide highly responsible and complex support to the Public Works Department.



ESSENTIAL JOB FUNCTIONS

  • Plan, organize, execute, and adapt parks, trails, and natural areas management strategies, resource allocations, programs, and work plans including, but not limited to, parks operation and maintenance, urban forestry, hazardous tree assessment and abatement, street tree planting and management, trail maintenance, off-street pedestrian and/or bicycle paths maintenance, greenway maintenance, and the safe and appropriate use of herbicides, pesticides, and other hazardous materials. Monitor, assess, and improve effectiveness of strategies, quality and levels of service achieved, and progress of work relative to plans and schedules. (25%)
  • Provide leadership, direction, and supervision to Parks and Facilities Division staff, including managing work schedules, time-reporting/attendance, training, assigning, and reviewing work, modeling and fostering a high ethical standard, performance management, recommending necessary personnel actions, and resolving employee concerns. Conduct hiring processes for the Division in collaboration with Human Resources. (20%)
  • Plan, organize, execute, and adapt facilities management strategies, resource allocations, and work plans for City buildings, grounds, parking lots, and similar or related facilities, including but not limited to, routine, preventative, and annual maintenance, improvements, custodial services, and physical security systems (i.e., alarms, cameras, and keys) for City facilities. (10%)
  • Instruct staff in the appropriate and safe use of materials (including hazardous materials), methods, tools, and equipment. Monitor employee and volunteer activities and equipment operation for performance and work safety practices. Implement prompt and effective corrective action for any and all deficiencies in workplace safety. Conduct field inspections and assist with work activities for parks, natural areas, and facilities improvements and maintenance.(10%)
  • Respond to and resolve citizen, staff, and partner agency inquiries and complaints regarding parks and facilities. Review and resolve difficult or sensitive customer relations issues both internally and externally. Establish and maintain a positive public service orientation within the Division.(10%)
  • Prepare contracts, specifications, and bid and cost estimate requests for parks and facilities capital projects, both independently and in collaboration with Public Works Management. Review quotes, bids, and proposals and conduct selection processes for vendors, consultants, and contractors. Prepare and review purchase orders, review and process invoices and payment requests, and approve payments for contracted work. Monitor and maintain inventory of needed materials, tools, and equipment and ensure the Division’s tools and equipment are maintained in good working order. Conduct all purchasing,procurement, and payments in accordance with all applicable procurement laws and rules and delegated purchasing authority. (10%)
  • Serve as liaison to and collaborate with various agencies, organizations, and committees that have a direct stake in, or preferential use of, City parks, greenways or other facilities and maintain constructive, positive working relationships. (5%)
  • Develop division budgets, capital project plans, and fees/charges related to Parks and Facilities. Monitor expenditures relative to approved budget. Assist with long-range financial planning including, but not limited to, renewal and replacement programs. (4%)
  • Organize and work with contractors and volunteers on parks and facilities maintenance and construction projects and community and special events. Respond to questions, resolve problems, and provide technical assistance for situations that arise at work sites. (3%)
  • Administer various other Parks and Facilities related programs, including communication, enforcement, training, and record keeping requirements. (3%)
  • Attend City Council, Parks Advisory Committee, and various other local and regional meetings, providing input and receiving direction or other information in the evenings.
  • Driving is required of this position; must possess a valid, state issued Oregon or Washington driver’s license, and acceptable driving record (ongoing).

  • Develop and maintain positive working relationships with supervisors, and co-workers, as well as maintain positive customer relations with all internal and external customers and be responsive to customer needs.



AUXILIARY JOB FUNCTIONS

  • Assist other divisions and departments as necessary by performing duties that are related to those described above.
  • Attend internal and external meetings.
  • Occasionally respond and report to work outside of regular work hours, on weekends, and/or in inclement weather to maintain continuity of operations, address emergencies, or assist with special events.
  • Serve in assigned role(s) on Incident Management Teams for emergency response activities.
  • Carry out special assignments as delegated from time to time by the Public Works Director.
  • Maintain proficiency by attending conferences, trainings, and meetings, reviewing reports, reading professional journals, and meeting with others in the Parks & Facilities field.
  • May perform routine division-level accounting tasks as workload or staffing levels dictate.

 

QUALIFICATIONS

Knowledge of:

  • Materials, methods, equipment, and techniques used in the construction, operation, and maintenance of public facilities, parks and greenways.
  • Occupational hazards and safety precautions, in particular the safe use of vehicles, tools, equipment, and materials required to perform duties, and the safe and responsible use and application of herbicides and pesticides.
  • Modern office practices and equipment, including common desktop and mobile computer applications (i.e., MS Outlook, Teams, Word, Excel).
  • Principles of leadership, supervision, training, and performance management.
  • Laws, regulations, and ordinances related to job duties and responsibilities.

WORKING CONDITIONS

Work is performed in a wide variety of environments including office, work sites, confined spaces, and outdoor weather conditions. May be exposed to fumes, oils, chemicals, construction hazards, etc. Job duties take place both inside and outside with exposure to all types of weather conditions and terrains on a year-round basis.

 

SUPERVISION 

Supervisory Responsibilities

Responsible for 5, and seldom over 10 persons, including seasonal laborers, the Parks Caretaker, volunteer workers, and contractors.

Supervision Received

Works under the general supervision of the Public Works Director.

 

EDUCATION AND EXPERIENCE

A combination of education and experience which provides the knowledge, skills and abilities required to perform the job, including a minimum of five (5) years of supervisory experience. 

Desired: Higher education in horticulture, urban forestry, or a related field; prior experience in the public sector.

 

SPECIAL REQUIREMENTS/LICENSES

Valid Oregon or Washington driver's license required.  Possess and maintain an acceptable driving record.  Possession of or ability to obtain a valid Oregon pesticide applicator license.
