Purpose of Position

Provide a variety of technical engineering, project management, programmatic and customer service functions up to and including the advanced level pertaining to planning, design, contract administration, construction inspection, program administration and implementation, and related matters for sanitary sewer, storm sewer, water, transportation, and parks systems.  This position is distinct from the higher-level Civil Engineer position due to the relatively lesser breadth and complexity of projects and programs typically assigned, as well as the Senior Associate not being required to hold a Professional Engineer License and the resulting need for the Senior Associate’s engineering work products to be overseen and reviewed by a licensed professional engineer.  The Senior Associate is entrusted with greater complexity of work assignments and there is a substantially greater reliance on the Senior’s experience, higher quality work product, judgement, and substantially greater ability for independent decision-making relative the entry level Associate position.

Essential Job Functions

  • Manage small-to-large-scale capital projects of limited to advanced complexity ensuring budget and scope compliance, administrative procedure compliance, statutory compliance and timely completion. (30%)
    • a) Prepare scopes of work, requests for proposals, contract documents, and other materials relating to the selection of consulting firms. Coordinate and serve on selection panels for the evaluation and selection of professional consulting firms. Negotiate terms and conditions of personal services contracts and change orders thereto. Direct and oversee the work of consultants for assigned projects and programs. Review consultant invoices, recommend payments and monitor consulting contract costs. Perform technical studies, analyze data, make recommendations based on findings, and submit oral or written reports thereon.
    • b) Conduct formal and informal construction bidding, contracting and purchasing processes in compliance with City purchasing ordinances and policies, and ensure compliance with statutory contracting requirements. Prepare Requests for Quotes and Invitations to Bid. Administer formal bid openings, recommend awards of contracts and administer contract award processes and documentation.
    • c) Direct and oversee the work of contractors for assigned projects. Perform inspection of assigned projects for conformance with plans, specifications and applicable laws and regulations. Bring deficiencies to the attention of the appropriate party for corrective action. Review and approve or reject submittals, payment requests, and other contractual matters. Maintain project records and documentation.
  • Under the supervision of a licensed Engineer, design small to large scale Public Works projects of limited to advanced complexity and prepare the accompanying plans, specifications, cost estimates, record drawings, and related contract documents. (5%)
  • Perform and/or manage complex technical studies, analyze data, make recommendations based on findings, and submit oral or written reports thereon.
  • Manage specialized Public Works programs of limited to large scale and complexity, and/or significant sensitivity, associated with streets, water, sanitary sewer, storm water and/or parks, as assigned. (10%)
  • Conduct and/or coordinate public involvement activities, programs and events related to assigned programs and projects, including surveys, open houses, neighborhood meetings, multi-media outreach, and training sessions.
  • Provide departmental review, oversight and coordination on behalf of Public Works for small to large scale private development projects of limited to advanced complexity, including land use application and building permit review (for public works requirements) and public works plan review, as assigned. Evaluate development proposals and identify Public Works requirements, including required public improvements, of private developers. Perform development plan reviews, review technical submittals and work with developers’ engineers and contractors to ensure the proper design, construction, and documentation of developer-constructed public improvements. Perform construction inspection and/or coordinate and supervise such inspections by assigned inspector(s). Conduct final inspections and recommend acceptance or direct developer to correct deficiencies as necessary. Manage and coordinate close-out, documentation and acceptance of developer-constructed public improvements. (30%)
  • Conduct and/or coordinate public involvement activities, programs and events related to assigned programs and projects, including surveys, open houses, neighborhood meetings, and multi-media outreach.
  • Review easements and legal descriptions for conformance with City requirements. Prepare and negotiate easement and right-of-way agreements associated with assigned projects and programs. (5%)
  • Provide information to engineers, contractors, developers and the general public regarding Public Works facilities, services and projects. (10%)
  • Perform troubleshooting of infrastructure related problems or emergencies. Advise and/or direct field operations staff in responding to infrastructure issues in the field. (5%)
  • May represent the City at various Metro, DEQ and other regional and interagency meetings, committees and coordinating groups, as assigned.
  • Advise and assist the Chief Engineer and Public Works Director in making presentations related to assigned projects and programs at the City Council, Planning Commission, citizen committees and other public bodies. Deliver presentations to these bodies independently for assigned projects and programs.
  • Assist in the recruitment, interviewing and selection of lower-level engineering staff and participate in selection panels for other City staff.
  • Effectively and clearly communicate to others verbally and in writing.
  • Driving is required of this position; must possess a valid, state issued Oregon or Washington driver’s license, and acceptable driving record (ongoing).
  • Maintain consistent and regular job attendance and adherence to working hours.
  • Develop and maintain positive working relationships with supervisors, and co-workers, as well as maintain positive relationships with all internal and external customers and partners and be responsive to customer needs.

 

Auxiliary Job Functions

  • Perform basic surveying tasks.
  • Receive, respond to, and resolve complaints from the public related to Public Works projects, programs, and activities.
  • Provide technical engineering support to other divisions and departments.
  • Perform administrative and/or managerial support functions for the Engineering group as delegated by the Chief Engineer.
  • Advise and assist the Chief Engineer in the promulgation of Public Works construction standards and procedures.
  • Perform duties of Engineering Technician and entry level Engineering Associates as directed when necessary due to absence of said personnel.
  • Perform peer reviews of work products for Engineering Associates and others.
  • Maintain related files, attend related meetings, and prepare various reports.
  • Complete assigned and recurring training requirements.Maintain and expand job-related knowledge through training, continuing education opportunities, and research.
  • Maintain work areas in a clean and orderly manner.
  • Follow all safety rules and procedures established for work areas.
  • Serve in assigned role(s) on Incident Management Teams for emergency response activities.

 

Working Conditions

Most of work period is spent in an office working environment. Field work typically requires less than 20% of the work period. Public Works staff are designated as “essential employees” and are generally required to report to work despite inclement weather or other extraordinary circumstances. May be called upon to report outside of normal working hours, or on weekends, when necessary to support emergency response activities.

Supervisory Responsibilities

Supervision is not a typical function assigned to this position, but may direct the work of the Engineering Technician, (entry level) Engineering Associate, or operations personnel for specific assigned tasks. May provide training and orientation to newly assigned Department personnel.  May be assigned to supervise the temporary Engineering Aide (student intern).

Supervision Received

Works under the general supervision of the Chief Engineer.

Special Provisions

May be non-competitively promoted to Civil Engineer after attaining the requirements for that position, subject to the needs and available funding of the Department and the discretion of the Public Works Director.

Knowledge, Skills and Abilities

Knowledge of

  • Principles of civil engineering used in the design, construction, operation, maintenance, and repair of public works.
  • Computer-aided drafting and design techniques.
  • Current office procedures, methods, and equipment, including personal computers and software typically employed by the Department.
  • Public contracting procedures.
  • Computer-aided infrastructure modeling techniques.

Education and Experience

Any equivalent combination of education and experience which provides the knowledge, skills, and abilities required to perform the job.  A typical way to obtain the knowledge, skills and abilities would be to possess a four-year university education in civil engineering, or a closely related field, combined with five years of work experience in a similar role, or satisfactory related experience.

 

Special Requirements/Licenses

Possession of a valid driver’s license and acceptable driving record (ongoing). Possession of Engineering Intern Certification is required.
