Purpose of Position

An introductory-level position to operate and maintain the City's sanitary and storm sewer systems in conjunction with a Class IV wastewater treatment plant in compliance with governmental regulatory agencies guidelines and requirements.

Essential Job Functions

  • Clean and maintain collection system, catch basins, dry wells, sanitary manholes, etc. using vacuum, high pressure and other cleaning equipment. (25%)
  • Perform preventive and corrective maintenance on equipment to ensure efficient, reliable operation. Clean weirs, screens, tanks, sewer lines, and other equipment and machinery. Perform routine custodial/maintenance duties to keep buildings, furnishings and grounds clean and in good appearance. (20%)
  • Perform system locates and conduct inspections involving construction activity. Place correct markings to avoid damage to existing utilities. Ensure proper positioning and installation of new sewer and taps. (15%)
  • Operate vehicles and equipment to transport and apply sludge to various land sites. (15%)
  • Inspect treatment plant, lagoon, and pump stations to ensure proper working condition and cleanliness as described in Operations & Maintenance manuals. (10%)
  • Maintain logs and records as required by laws, regulations and procedures regarding wastewater flow, treatment plant and pump station operation, and maintenance activities. (10%)
  • Take samples and conduct various laboratory procedures to ensure proper plant performance. Evaluate data and make process control adjustments in treatment process to ensure effluent released meets legal requirements. (5%)
  • Perform duties of Wastewater Laborer.
  • Perform on-call duties on rotation after normal working hours as assigned.
  • Follow all safety rules and procedures established for work areas. Must maintain safe work habits and contribute to the safety of self, co-workers and the general public.
  • Regularly operate City vehicles and heavy equipment; must possess and maintain a valid Oregon or Washington driver’s license and an acceptable driving record.
  • Must maintain consistent and regular job attendance and adherence to working hours.
  • Effectively and clearly communicate to others in-person, verbally, and in both electronic and physical written form.
  • Must develop and maintain positive working relationships with supervisors, co-workers and customers.

 

Auxiliary Job Functions

  • Provide suggestions to develop and implement maintenance programs for sanitary and storm collection systems, dry wells, and plant operations.
  • Maintain and operate a City-provided communication device and be able to report to place of duty within thirty (30) minutes after notification during on-call status.
  • Maintain work areas in a clean and orderly manner.

 

Knowledge, Skills and Abilities

Knowledge of:

  • Principles, methods, materials, tools and equipment used in wastewater collection systems and treatment plant operations and maintenance
  • Principles of wastewater treatment processes
  • Techniques of aerobic and anaerobic sludge digestion in an activated sludge process
  • Pumps and pumping principles
  • Sewage sampling
  • Safety and biohazards associated with sewage treatment
  • Analytical procedures for wastewater laboratory.

Ability to:

  • Acquire additional skills in the maintenance of wastewater treatment plant facilities and equipment, sewage sampling techniques, safety and biohazards associated with sewage treatment, and analytical procedures for wastewater laboratory.
  • Competently navigate software platforms such as Microsoft Outlook, Word, Excel and Teams.

 

Education and Experience

  • Equivalent to high school education plus additional specialized courses in wastewater treatment plant operations and one year of experience at a wastewater treatment facility, or any satisfactory combination of experience and training which demonstrates the ability to perform the above duties.
  • Desired: Previous experience within the City's Water Pollution Control Facility. Completion of traffic control safety course.

 

Physical Demands of Position

Position duties regularly require the movement of materials weighing up to 25 pounds and occasionally between 25 to 60 pounds. Some duties are physically demanding requiring exertion equivalent to moving materials weighing up to 100 pounds (push/pull/roll materials weighing up to 250 pounds). Duties require regular use of hand tools, material-moving devices such as shovels, and proficient operation of light equipment and vehicles.

Activity and types of duties performed require manual coordination and dexterity for extended periods.

Requires ability to perform the following physical requirements:  Bending, stooping, climbing, crawling, crouching, squatting, handling, grasping or pinching, hearing and listening, kneeling, pull/push, reach overhead, shoveling and digging, sitting, standing, twisting and walking.

Special Requirements/Licenses

  • Possession of Wastewater Treatment System Operator I certification, or possession of a Wastewater Collection System Operator I certification, or the ability to obtain certification within 12 months of placement; current CPR/First Aid card; and valid CDL with tank and air brake endorsements.
  • Must possess a valid Oregon or Washington driver’s license and an acceptable driving record and maintain the same qualifying driving record.
  • Public Works Operators are considered “essential employees” and may be called back to work before his/her regularly scheduled shift, or after completing his/her shift, to perform work of an emergency nature, as well as be strictly required to report to work in inclement and/or extreme weather conditions.
  • Public Works Operators are strictly required to report to work in inclement or extreme weather conditions, or in the event of a natural disaster or other state of emergency.

 

Working Conditions

Work is performed in a wide variety of environments including laboratory, treatment plant, confined spaces, in year-round outdoor weather conditions, and may be exposed to fumes, oils, chemicals, raw sewage, etc. Position may be called for emergency response after normal work hours.

Supervisory Responsibilities:

Supervision is not a normal function assigned to this position.

Supervision Received:

Works under the general supervision of the Wastewater Services Superintendent. Receives work assignments and direction from the Chief Wastewater Operator. May work as team or crew member under the direction of a higher-graded operator.
