
The City of Troutdale’s 2019 Pavement Preservation Project is quickly approaching. Thanks to the revenue generated from the City’s local fuel tax, which was approved by Troutdale voters in 2015, the City has been able to save up enough funding to tackle some of the more challenging and costly pavement maintenance projects that are needed. We expect work to begin in late spring to mid-summer.
The project includes three phases: crack sealing, Americans with Disabilities Act (ADA) improvements, and pavement overlays. These preservation treatments extend the life of the asphalt and the long-term and routine pavement maintenance is a much more cost-effective approach than allowing pavements to degrade to the point that they must be fully reconstructed.
The ADA work will mostly occur at crosswalks and follows the National ADA Guidelines. Per Federal and State civil rights law, the adjacent sidewalk ramps -- aka wheelchair ramps or ADA ramps -- must also be improved to meet current standards when improving local streets, including overlays. This portion of the work will be done in advance of each overlay, and will not require substantial parking or traffic restrictions, but pedestrian routes will be temporarily altered during construction. Some sidewalks and crosswalks may be closed for up to several weeks. Please make sure that your children know how to safely go around those small construction zones.
During crack sealing and overlay work, there will be temporary parking restrictions. The City will post this information on our website and social media channels as well as mail notification letters to affected residents prior to construction. The contractor will distribute door hanger notifications 48 hours in advance, along with street sign notifications at least 24 hours in advance for no parking areas. Please note that schedules can change on short notice due to weather, equipment breakdowns, etc., so pay close attention to notifications and signage.
