Purpose of Position

 

Perform a variety of complex and/or confidential activities, operations and maintenance tasks to maintain the infrastructure within the city. In a lead capacity, carry out duties of the City's Streets Division. In conjunction with streets personnel, ensure proper operation and maintenance of the City's street network, bicycle and pedestrian facilities, traffic control devices, and pavement markings. Oversee preventive maintenance programs. Assist superintendent with operational decisions, and the formulation of maintenance programs.

Water System:  Collaborate with Water Chief Operator to assist with proper operation and maintenance of the City's distribution system and related system facilities.  Assist and collaborate with Division objectives, goals and training of staff. Cover for Water Chief Operator during periods of absence.

 

Essential Job Functions

  • Perform and direct paving, sign repair/replacement, street rating, sidewalk repair, snowplow operations, street sweeping operations, pavement marking, catch basin clearing, litter cleanup and other routine maintenance of the streets system. (20%)
  • Assign, monitor, and review work of Streets Division employees. Provide new hire orientation, training and onboarding; assign general and specialized training and maintain training records for Streets Division employees. Assign weekly work scheduled and formulate plans, task priorities, methods, and procedures. (20%)
  • Perform field inspection of contracted sweeping and/or internally performed sweeping, pavement maintenance program activities, new streets, signs, barricades, pavement markings, street cuts and repairs, bicycle facilities, pedestrian facilities, storm drainage, and other streets facilities and streetscape elements. Collaborate with the Engineering Division to ensure maps and as-built drawings accurately reflect infrastructure and are effective tools for the Streets Division. (15%)
  • Prepare and manage routine permit applications, traffic control plans, and safety plans necessary for the completion of streets operations and maintenance tasks.Collaborate with the Engineering Division in the preparation of more complex permit applications, traffic control plans, and safety plans. (15%)
  • Collaborate with the Engineering Division in the operation and maintenance of the City’s StreetSaver pavement management software platform, and in the planning and execution of annual pavement preservation, rehabilitation, and replacement projects as well as bicycle, pedestrian, and related ADA projects. Coordinate and collaborate staffing/equipment if needed with Water Chief Operator, Parks Superintendent, and/or Wastewater Superintendent for large projects like paving and snow and ice plan operations. (15%)
  • Review and interpret work orders, maintenance records, and customer service requests; ensures that blueprints, diagrams, and sketches are accurate and complete; manages assigned software applications and work order systems; work with the GIS Analyst to ensure the accuracy of public works facilities and infrastructure locations.(5%)
  • Assist with development of division/department directives, division budgets, work plans, and strategic plans for the Streets Division. (5%)
  • Respond to various questions, resolve problems, and provide technical assistance that arises at the work site involving work crews and/or the public. Perform on-call duties after normal working hours. (5%)
  • Regularly operate City vehicles and heavy equipment; must possess a valid Oregon or Washington driver’s license and an acceptable driving record (ongoing).

Auxiliary Job Functions 

  • Perform data entry for asset management in GIS.
  • Perform routine maintenance and minor repairs of City equipment.
  • Maintain various records related to projects, activities and findings as required.
  • Attend internal and external meetings.
  • Maintain work areas in a clean, safe, and orderly manner.
  • May perform some functions of the Water Chief Operator in a strictly limited capacity on a temporary basis due to an unexpected or extended absence of the Water Chief Operator.
  • May be designated to serve in a limited capacity for the Public Works Superintendent in his/her absence.
  • Serve in the Operations, as General Staff, and/or Command staff roles in an Incident Command System (ICS).

 

Qualifications

 

Knowledge of:

  • Materials, methods, standards, and techniques used in the construction, operation, and maintenance of street systems, vehicles, and equipment unique to public works projects.
  • Teambuilding, constructive employee feedback, and mentoring
  • Occupational hazards and standard safety precautions.
  • Principles of supervision.
  • ADA requirements for public rights of way, including but not limited to sidewalks and sidewalk ramps.

Ability to: 

  • Provide effective leadership and tactical direction to operations staff
  • Respond to streets and/or water related emergencies calmly and effectively
  • Maintain and operate a city-provided cellular telephone, or other communication device.
  • Report to place of duty within thirty (30) minutes after notification during on-call status.
  • Develop work plans and provide budget recommendations.
  • Impart onboarding, institutional knowledge, and hands on training to other division staff.
  • Develop and maintain knowledge of ADA requirements for public streets and related facilities and coach other division staff on such requirements.
  • Routinely utilize Microsoft Office software in the performance of job duties as well as learn and adapt to new or unfamiliar software platforms related to job duties, and coach subordinate staff on same.

Education & Experience 

Equivalent to high school diploma (or equivalent) plus broad additional specialized training and/or experience equal to two years of college or trade school in streets maintenance or closely related field and three years of progressive experience as a team lead or supervisor, or any satisfactory combination of education, experience and training which demonstrates the ability to perform the above duties.

Desirable:  Prior experience working in a public agency public works department.

 

Special Requirements & Licenses

  • Possession of Level 1 and Level 2 Road Scholar program certifications within six (6) months.
  • Possession of valid Oregon or Washington driver’s license and acceptable driving record (ongoing)
  • Possession of Flagger certification and Oregon Traffic Control Supervisor’s certificate or obtain within six (6) months of appointment.
  • Possession of Street Saver Program certification.
  • Possession of OSHA compliant competent trenching certification and completion of ODOT workplace traffic control course or ability to obtain within six (6) months of appointment.
  • Possession of Oregon Traffic Control certificate, or ability to obtain within six (6) months of appointment.
  • Possession of Northwest Public Works Institute certificate, or ability to obtain with 18 months of appointment.
  • May be required to obtain a pesticide applicator license, and/or a Commercial Driver's License.
  • Public Works Operators are considered “essential employees” and may be called back to work before their regularly scheduled shift or after completing their shift to perform work of an emergency nature.
  • Public Works Operators are strictly required to report to work in inclement or extreme weather conditions, or in the event of a natural disaster or other state of emergency.

 

Demands of Position 

Many duties are physically demanding requiring the movement of materials weighing up to 100 pounds. Movement of materials weighing 25 to 50 pounds may consume up to 15% of the work period. Duties require regular use of hand tools, and proficient operation of light and heavy equipment such as excavators, tractors, dump trucks, trenchers, and sweepers.

Working Conditions

Most duties take place outside of buildings with exposure to all types of weather conditions and terrain on a year-round basis. Approximately 25% of the work period takes place in an office environment. Position performs "on-call" services after normal work hours on a rotation basis. Exposure to respiratory hazards may require occasional use of respirator.

 

Supervisory Responsibilities

In a lead capacity, typically responsible for supervision of two (2) to four (4) employees.
